Nichole Atallah is an associate with PilieroMazza PLLC and primarily practices in the areas of labor and employment law and general litigation.  Nichole counsels clients in a broad range of employment matters, including compliance with Title VII, ADA, ADEA, FLSA/wage & hour, FMLA, wrongful termination and reduction in force. Nichole has worked extensively with clients in complying with the Service Contract Act and the Davis Bacon Act and, when necessary, assists clients through Department of Labor compliance audits and investigations.  Nichole works proactively with clients to establish and maintain effective human resource policies that discourage employment disputes and lawsuits.  Additionally, Nichole vigorously advocates on behalf of her clients that have unionized workforce, assisting them during collective bargaining, labor-management disputes, and disputes pending before the National Labor Relations Board.  Her goal in representing employers is to help retain management rights and avoid costly disputes.

Joseph Buyalos is a Partner with The Insurance Exchange. Tony Franco is a senior partner with PilieroMazza and oversees the Government Contracts and Small Business Programs Groups. His over 25 years’ of legal experience includes all aspects of federal government contracting, representing clients on a wide range of complex regulatory matters. Darrell M. Hineman, CPA, CFE, is a director with CohnReznick’s Government Contracting Industry Practice, located in the Washington, D.C., area.  He has spent his career in accounting and Federal Government contracting arena, assisting clients in navigating through government contracting regulations, especially in researching and interpreting the Federal Acquisition Regulations (FAR) cost principles, Cost Accounting Standards (CAS) and various other regulatory supplements.  He has worked with many branches of the U.S. Government, such as the Department of Defense (DOD), the Department of Energy (DOE) and the Department of Health and Human Services (HHS) to name a few.

Darrell has worked both in the industry, as a government contractor, and as a government auditor for the Defense Contract Audit Agency (DCAA).  Prior to joining the Government Contract Industry Practice, he managed CAS disclosure statement and 45 indirect cost pools for large IT contractor; prepared detailed cost impact proposals; and wrote numerous policies and procedures that covered such areas as procurement, compensation, and labor.  Early in his career, he served as an auditor with DCAA, where he led multiple engagements.  His experience with DCAA extends to cost proposals, claims, equitable adjustments, progress payments, CAS compliance, defective pricing claims, and other government dealings.

 As principal point of contact for the government, Darrell evaluated and implemented internal control processes (i.e. business systems) to ensure compliance with Federal regulations and to minimize disruptions in such areas as standardizing of direct versus indirect cost elements to properly account for business transactions in accordance with federal regulations, assisting clients to efficiently document their processes and identify value-added activities, and creating indirect rate structures for various small and large business groups to competitively price proposals within CAS requirements.

Daniel S. Koch practices in three principal areas: (1) government contracts law, including both counseling and litigation, (2) technology, intellectual property and services contracting and licensing, including trademark and copyright matters, and (3) antitrust and business tort counseling and litigation.

Government Contracts:

For more than 25 years, Dan has advised government contractors, particularly professional services and information technology firms, on the full range of government procurement issues. Typical counseling mattersthat confront businesses in this ever-changing and highly legalized environment include teaming agreements and subcontracts, disputes between prime and subcontractors at all levels, small business, minority and service-disabled veterans’ preference issues, GSA schedules issues, organizational conflicts of interest, issues relating to protection of intellectual property in government contracts, terminations, claims, debarments and suspensions, and state and local procurements.

On the government contracts litigation side, he has brought and defended innumerable bid protests before the Government Accountability Office (formerly the General Accounting Office, or GAO), the Court of Federal Claims, the Federal Aviation Administration’s Office of Dispute Resolution for Acquisition (ODRA), agency protests and size protests before the Small Business Administration, qui tam (False Claims Act “whistleblower” cases), litigation before the boards of contract appeals, other administrative tribunals, arbitration panels and courts. When disputes between contractors arise, he counsels on or defends allegations of unfair competition and antitrust violations.

Technology Agreements:

 Dan drafts a wide variety of complex licenses and service provider contracts for an equally wide variety of professional services and technology businesses, including e-commerce, hosting and application service provider (ASP) contracts. A former computer systems programmer, Dan’s extensive high-tech background enables him to quickly master technologically complex subjects. He also maintains an active trademark and copyright practice, particularly as relates to Internet issues.

Antitrust and Business Tort Counseling and Litigation:

 During his nine years at the Federal Trade Commission’s Bureau of Competition, Dan Koch was one of the principal drafters of the premerger notification rules implementing the Hart-Scott-Rodino Antitrust Improvements Act of 1976, and directed or participated in numerous anti-merger investigations and preliminary injunction cases. In private practice, he served as antitrust counsel to the plaintiff in one of the landmark antitrust cases successfully challenging exclusion of a health care professional from a hospital-based medical practice. He retains a special interest in applying common-law unfair competition doctrines to business tort cases.

Before joining Miles & Stockbridge in 2012, Dan was a principal at Paley Rothman in Bethesda, Maryland. He joined Paley Rothman in 1995; prior to that, he was engaged in the private practice of law with his own Washington, D.C. law firm, growing to six attorneys from 1988 to 1992, and at Doyle & Bachman. In 1986, he held an International Affairs Fellowship from the Council on Foreign Relations, after serving as a foreign law consultant with the Law Offices of Lee & Ko in Seoul, Republic of Korea, in 1984-85. From 1976-1984, he conducted antitrust investigations and litigation for the Federal Trade Commission’s Bureau of Competition. After law school, he was a law clerk to the Hon. Stanley S. Brotman, Judge of the United States District Court in Camden, New Jersey.

Dave’s career spans nearly three decades with diverse IT roles inside and outside of government, including Managing VP for Gartner Inc.’s government research team, where he managed the global government research agenda and analyst support, and contributed to worldwide events and consulting; VP for e-government and technology at the Council for Excellence in Government, where he established the pioneering CIO SAGE mentoring activity for incoming government CIOs; and Director for Information Management Studies at the Government Accountability Office, where he conducted wide-ranging reviews of IT management capabilities throughout the federal government, founded GAO’s “best practices” reports, and helped write landmark IT reform legislation such as the 1996 Clinger-Cohen Act and the 2002 eGovernment Act. He also has served on the Federal CIO Council Executive Committee, IAC/ACT Executive Advisory Board, Institute for Innovation for IAC/ACT, and the Executive Advisory Committee for AFCEA/Bethesda.

Nicole Mitchell, CPA is a partner in Aronson’s Government Contract Services Group, where she specializes in accounting and financial issues impacting government contractors.

Nicole has a broad-based background in generally accepted accounting principles and cost principles related to government contractors, including Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS). With in-depth knowledge of the key financial business systems and compliance risk unique to government contractors, Nicole provides consulting and accounting services in the areas of financial regulatory compliance, contract pricing, and complex cost accounting structures.

Nicole has been a guest speaker on various financial and government contracting topics for such organizations as the AICPA, MACPA, GWSCPA, VSCPA, and the Veteran Institute for Procurement. She co-authored a Thompson RIA reference manual for controllers, titled, “Doing Business with the Federal Government” and is a regular contributor to Aronson’s Fed Point blog.

Nicole actively participates in the Montgomery County Chamber Community Foundation. She is also a member of several professional organizations, including the AICPA, Professional Services Council and the Montgomery County Chamber of Commerce. Stephen P. Ramaley is a government contracts lawyer with experience prosecuting and defending bid protests before the U.S. Court of Federal Claims, executive branch agencies, and the GAO. Jon Williams is a partner with PilieroMazza and a member of the Government Contracts Group. He also works with the Business & Corporate and Labor & Employment Groups. Alfred M. He joined O'Melveny in 1993, after serving as General Counsel of a major systems integrator, technology developer and professional services company headquartered in McLean, Virginia. Al served in the Carter Administration as Assistant General Counsel, Executive Office of the President, Council on Wage and Price Stability. While finishing his law degree at Loyola University Law School at night, Al served as a procurement officer in the U.S. Air Force space program. Before then, he received a graduate degree in law and government from Oxford University in the U.K., studied law at New York University Law School, and received a Bachelor of Science degree from the U.S. Air Force Academy.
