Today, the MCCC GovConNet Member Meeting had the pleasure of hosting Ms. Mary Armstead as a guest speaker. Ms. Armstead was recently appointed as the Acting Associate Director for the Office of Acquisition Management and Policy (OAMP), within NIH’s Office of Acquisition and Logistics Management. She shared with members how NIH is focused on Big Data solutions, IT products and services as well as supplies to support the mission. Ms. Armstead noted that strategic sourcing is a priority of this Administration and NIH is focused on developing their polices to support this directive. In addition, Ms. Armstead provided three tips for government contractor success in a competitive market. First, understand what government buys; second, target your services/products with those agencies; third, distinguish yourself from your competition.
Ms. Armstead reports directly to the Head of the Contracting Activity and oversees and ensures the managerial effectiveness of OAMP - which is responsible for implementation of NIH-wide policy for simplified acquisitions and contracts activities, analysis and evaluation of acquisition functions and methods, administration of the NIH Purchase Card and BPA Programs, and coordination and delivery of financial advisory services.
